Cluj expands energy independence through solar-powered public lighting
The investment of over 15 million lei, financed from the Modernization Fund, will create two photovoltaic plants with storage in the Valea Chintăului area.

Cluj-Napoca Local Council will debate on Tuesday, in an extraordinary session, the approval of financial indicators for the implementation of two photovoltaic plants with integrated storage systems, in the Valea Chintăului area. The investment is part of the local energy strategy, aimed at reducing dependence on external energy supply, public expenses, and contributing to the climate neutrality objective assumed by the municipality.
The new capacities will produce energy from renewable sources to partially cover the electrical energy needs of public lighting in Cluj-Napoca. The total value of the project is 15,081,279.01 lei, including VAT, of which 11,540,532 lei represents eligible value for European financing through the Modernization Fund, and 3,540,747.01 lei will be covered by the municipality for ineligible expenses.
The project provides a capacity of 1.98 MW, consisting of two independent plants of 0.99 MW each, with storage systems of 1.98 MWh each, totaling 3.96 MWh. Energy captured in the 10:00-16:00 interval will be stored for use between 18:00 and 7:00, corresponding to public lighting consumption. The maximum implementation duration is two years, with a deadline of December 31, 2029.
In Cluj-Napoca, two other photovoltaic parks already operate, on Plevnei Street and in the Lomb area, and in 2024 four public buildings were equipped with solar panels equivalent to 3,300 trees planted annually. The city aims to be the first in Romania among the first 100 EU cities to be climate neutral by 2030.
