According to data presented by Cluj Prefecture, in the period January-August 2026, residence and settlement management measures were provided for 6,487 people, of which 5,801 from third countries and 686 from the European Union, European Economic Area, or Swiss Confederation.

Most citizens from third countries come from Nepal (1,113), Sri Lanka (735), India (385), and Turkey (198). Among EU citizens, the most numerous come from France (269), Germany (102), Italy (87), and Spain (30).

In the same period, 4,674 residence permits were issued, of which 4,543 temporary and 131 long-term, along with 627 registration certificates and 59 permanent residence cards for EU citizens. The main reason for settling in Romania was employment, with 3,419 cases, followed by studies (278) and family reunification.

822 work permit requests were registered, of which 793 were approved and 71 rejected. Also, 58 foreigners in illegal residence situations were identified, against whom 73 voluntary return decisions and 6 escorted return decisions were issued, and 4 people were placed in public custody centers. Over 400 penalty sanctions were applied, totaling 299,000 lei.

For Cluj residents who have moved abroad, the figures show an increasingly visible inverse movement, with more and more foreigners choosing Cluj for work or studies, in places many fellow citizens have left.
