Cluj-Napoca City Hall announced the launch of a program to install shelters for community cats. Mayor Emil Boc announced that 43 shelters have already been installed, with the intention of reaching 80 shelters this year.

Homeowners associations wishing to receive and install shelters for the cats they care for can submit applications starting from May 18, 2026. Requests can be submitted online at registratura@primariaclujnapoca.ro or filed in person at the Citizen Information Center on Moților Street or at neighborhood city halls.

The request must be accompanied by the homeowners association's consent regarding the installation of the shelter and the details of the person designated to manage it. The municipality will install the shelters starting in June, on a "first come, first served" basis. Upon request, City Hall can also provide cleaning of the shelters once every three months.

The program is part of a broader approach by local administration regarding stray and community animals. The initiative complements other programs run by the municipality, including free sterilization of dogs and cats, carried out in collaboration with professional associations. Sterilization aims to limit uncontrolled reproduction and reduce animal abandonment.

City Hall manages stray animals through the Stray Dog Management Center, where they benefit from medical and care services, including sterilization, vaccination, deworming and microchipping. Dogs are then available for adoption, and the municipality runs campaigns to promote this.
