Over 10,300 vulnerable people in Cluj County currently benefit from electronic energy vouchers worth 50 lei per month, according to Emergency Ordinance 35/2025. The measure was presented by representatives of the County Agency for Payments and Social Inspection (AJPIS) Cluj.

The voucher is granted to single individuals with a monthly net income of maximum 1,940 lei, or families with a monthly net income per member of maximum 1,784 lei – the relative poverty threshold calculated for 2024, according to Eurostat. Support is granted for a single consumption point, regardless of whether the applicant is or is not the holder of the electricity supply contract.

Applications can be submitted online through the EPIDS platform (epids.mmuncii.ro) or in writing at the town hall of residence and at post offices. The voucher is used exclusively for paying electricity bills, with payment made directly at post office counters, where the beneficiary must present the bill and identity document.

The measure, initially designed as a temporary solution following the elimination of price caps on energy, has been successively extended and continues until the end of 2026. At the national level, interest in the program has been high – since the EPIDS application was launched, over one million applications have been registered, of which almost 725,000 declared eligible. Payments made through February 2026 totaled approximately 197.6 million lei, for an average of over 714,000 beneficiaries per month.
