The Government approved a memorandum to continue the FLEX and FLEX Abroad educational exchange programs in the 2027-2028 school year. Through these, up to 70 Romanian students will be able to study for one year in the United States, and up to 20 American students will come to study in Romania.

The FLEX program has been running in Romania since 2015 and offers high school students the opportunity to attend an American high school for one year, living with a host family during this period. Students also participate in activities through which they develop communication, independence, and adaptability skills, and upon return can use the experience in civic projects in their communities.

The programs are funded equally by Romania and the United States. The Romanian part will cover the costs for up to 35 FLEX scholarships and 10 FLEX Abroad scholarships, with funding of up to one million dollars from the budget of the Ministry of Education and Research, with the rest covered by the American side.

Interest from Romanian students is high: for the 20 available places in the 2026-2027 school year, over 3,000 applications were submitted. For the 2027-2028 school year, selection will begin in November 2026.

For young people from the diaspora or those considering a study experience abroad, the program shows that there continues to be a state-supported way to spend a year at an American high school without the family bearing the full costs of the stay.
